In a not distant future, the European Union became a united federal power.  With the bonding of European nations, however, crimes and terrorist acts aimed at undermining this change increased exponentially.

In order to counter these horrendous acts of violence and restore order, the European High Profile Crime Unit was created. These elite secret intelligence have been entrusted with the task of investigating and tracking down any subversive entity that opposes the new order.

Nonetheless, the Unit is going through a turbulent period: Robert Alexy, head of the Unit and renowned war hero, has disappeared after the traumatic events that led to the closure of the infamous case known as "Wolkenmann".

Determined to discover the fate of his beloved leader, Thomas Codagnone, detective of the EHPCU, travels to Hamburg, a prosperous port city in Germany, in the hope that the snitch he obtained from his trusted colleague and current deputy head of the Unit, Nimah Delacroix, will prove well-founded.
